3-Hour Roadway Safety Education Program (RSEP)
The 3-Hour Roadway Safety Education Program (RSEP), previously called Safe & Sober / Drug and Alcohol Education, is intended for people with a foreign driver’s license and exchange it to a Maryland driver’s license.
10A Driving School offers the RSEP online in a self-paced format in English and Spanish for $75. After you register and pay on our website; call or email us to receive the URL, where you sign up and take the course. No refunds are available after the credentials have been issued. Once you complete the course, you must come to our office to pick up your certificate and take the final 20-question exam. For participants with an 11-digit Maryland temporary license number, we also submit the certificate electronically to the MVA.
Required documents: proof of age and identity (such as a permanent resident card or Social Security card), proof of Maryland residency, and a valid foreign driver’s license.
