3-Hour Roadway Safety Education Program (RSEP)

The 3-Hour Roadway Safety Education Program (RSEP), previously known as Safe & Sober / Drug and Alcohol Education, is designed for individuals who have an out-of-country driver’s license and want to convert it to a Maryland driver’s license.

10A Driving School offers the RSEP course in both classroom and self-paced internet formats, priced at $100 and $80, respectively. After registering on our website participants receive login credentials for the self-paced and email confirmation for the in-person program. Anyone who finishes the program will receive a certificate, which will be given to them as a paper document. We also submit the certificate to the MVA electronically. Docs Required:

Proof of age and identity (e.g., permanent resident card, social Security card);
Proof of Maryland residency as well as a valid out-of-the-country license.
